Have you tried using the Intel fix instead of DGVoodoo?

Someone else had a similar problem:

Post #10 of that thread indicates that the Intel fix solved the problem there, so perhaps it will work for you as well.

Ok so with the intel fix I can run the game, but I don't want the thrash water quality. Which was why I used the dgvoodoo in the first place but it seems that does not make it work this time?

I HAVE FIXED IT! All I needed to do was to unpack the MS file's contents into the potc folder. HAHA!

Indeed, you need to also place the files from "MS\x86" in the game folder.
Otherwise DGvoodoo won't work, since you had only part of it installed.
