Fixed Tortuga Fast Travel Command

Pieter if you got the townhall fast travel to work when cleaning up the "entrance" maybe the loanshark fast travel
can be working if we skip the passage way out.

That's what I'm trying right now....

@Jack Rackham: As far as I can tell, everything works with the attached file. But it probably isn't entirely the way you would prefer to have it.
Please have a look at it and tweak it further wherever you feel appropriate.
