Though the framework is supposed to run on Win98, too (I think), I have some hope you have better luck on XP.
If the DirectX version is involved, I'm not sure - my intention was that the tool uses the DirectX dll in its own directory, but actually that *can* be overruled in the .Net framework configuration or somewhere. It's at least worth a try to upgrade to DirectX 9.
Would be interesting to know if anyone with a DirectX version lower than 9 did get the tool to run?
About the toyships I have no idea - there aren't any models for them in the Resource folder, so I doubt they can be changed - but people here have done so many things which seemed impossible that I won't say it can't be done.
