Welcome to the forum! Indeed we're still very active, but not when it comes to Sid Meier's Pirates!, I'm afraid.
Mainly we're still developing the Build mod for Pirates of the Caribbean.

POTC is installing right now. So how should one start off? Should I play vanilla? If I wanted to use the Modpack which one should i use?
 
Should you play vanilla? Depends on whether you want to see what we improved or not. Build 13 Final is the latest stable modpack version and Build 12.1, the release prior to that, is even more stable but has a lot less features. I recommend you try Build 13 Final.

We're developing Build 14 at the moment and there's several Alpha versions available. Although the latest releases are getting relatively good, they are intended for testing and development and not regular play because there's bound to be bugs and unfinished features still.
 
i'd say yes, try the stock game. it's easier than the modded version, so you can get used to it first. however, expect some impractical gameplay. then again, you won't know what you're missing anyway. be sure to leaf through the list of controls a few times before you go out to sea. they're a real pain since there's literally no tutorial.
 
There is *a* tutorial, but it's not enough to completely familiarize yourself with the game.
 
yes, but it's more in the manner of 'press the shoot button' while you have no idea which button that is. then again, i'm not up-to-date with the newest tutorial adaptations.

There are some adaptions, but those have to do with the weapons locker. If you got the game legally, you should have a manual to go with it as well, which contains a key-list. And in Build 13 there is the <i>buildinfo\Default Key Assignments.txt</i> file.
 
A manual? The boxed copy I finally got a few months ago doesn't have one, aside from an 8-page insert in the CD case. <img src="style_emoticons/<#EMO_DIR#>/unsure.gif" style="vertical-align:middle" emoid=":?" border="0" alt="unsure.gif" /> I guess this isn't the "new" copy it was claimed to be. <img src="style_emoticons/<#EMO_DIR#>/laugh.gif" style="vertical-align:middle" emoid="xD:" border="0" alt="laugh.gif" />

It could be that there have been releases without the manual. I just checked replacementdocs.com, but the manual isn't on there either. It was, but it's been removed on the publisher's request.
