The boarding crew's level is depended on the captains level. So I think the fort is depending on the fort commanders level. So for quest purposes this one could be lowered a bit when you are at this stage in the quest if it's needed.

Also, if I understand @Nightmare correctly, he was having issues with the sea battle part and never got to fighting with the soldiers.
Which seemed to have been related to him not quite having the necessary firepower to survive a fort assault. -
