Fixed officers do not level up

Just checked and officers do get XP now.
But they only got a slight percentage (when xp was gathered for everyone). So I increased the percentages quite much so you will see the effect more clear.
I mark this as fixed now. When i place my files I will link to it.
Yes they do get experience now and are leveling up. The difference is noticeable. -
