    I agree with navegador, I just found the arrow again, I would go to an island and fast travel to every shore until I could fast travel to the arrow, but you have to sail to in instead. Ironically you can guess where I found it......Trinidad and Tobago HAHAHA :cat

I was in the same mess as you, but what I did was swim always pointing to the diffindur but slightly off to the side, so your character will move over the deck of the tartarus, that way the when the waves come they just throw you against rigging or a mast and you can not be pushed...

    I'm with navegador, I read one post somewhere that said it was in Panama, and after two weeks of asking all the merchants and staying in the tavern I just unsheathed my sword, shot all the merchants, and left.
