    Yes, get missions from the merchant. I think it only works on good officers though. Not sure on that. I checked the manual and saw what you mean. It may mean that when you use the morle button to pay extra money to your crew it affects officers too. Never noticed it of it does.

    If you have begun the Morgan quest line, the Governor General will also not give you quests. You must either complete Morgan's quest or start over before you may begin a national quest line even if you have a letter of marque, which the OP says he has. :)
