    Did anyone do this quest by killing them and do they spawn in every city or some specific ones? When i kill them all will i get Lost Ship City questline?

    So i'm French and we're at war with Spain and i got this quest to go to Portobelo to find Eldo Bueyo...where should i look for him?I think i've tried every house and guards didn't detect me and i couldn't find him.I also slept untill the morning but guards start to attack me if i get out of tavern.
